I am having trouble with a certain scenario. I am trying to limit transition of an issue if the current user is the reporter AND a certain field(CR Priority) is set to a certain value(Low). Appreciate the help!

You can not do it outofthebox.
You can do it with some plugins like Scriptrunner or PowerScripts.
