Try to increase plugin start up time. You can find more info here:

Make Sure all the directories, subdirectories are owned by user 'jira'. If plugin directory is owned by other user or root, it will have problems starting plugins.
For linux, you can use "chown -R directoryName" to change ownership recursively.
