There are some open issues which are (linked one), these(linked one) are from closed issues.
Can any one suggest me, how to write a filter .

You can write like ..
project = XXX and status = open and issue in linkedIssue(issuekey, linkedtype)

@Yogesh Mude mentioned the linkedIssue JQL functions. It is an out of the box function, but the limitiation is that you have to provide an issuekey for the function to work.
If you want to write a generic JQL funciton (without providing an issuekey), you could use the ScriptRunner plugin. In this case the JQL qeury would look like this:
issueFunction in linkedIssuesOf("status = Open", "blocks") and status = Closed
