Is there any way to customize the Browse Projects Summary under the Projects Tab?

Here is an example what you can do: https://answers.atlassian.com/questions/33517/hide-tabs-like-issue-types-etc-from-project-role-administrators/33518

If you are experienced with JavaScript you could write a web resource plugin module and bind this only on the project summary page. You would need to define a web context jira.browse.project as described at https://developer.atlassian.com/display/JIRADEV/Web+Resource+Plugin+Module#WebResourcePluginModule-WebResourceContextsinJIRA .
Alternatively you could add your javascript in the announcement banner, something one always can do to quickly prototype a solution.
