I am a release manager and we use Jira versions extensively. How can I receive an email when a version "release date" is added / changed?

You can not do it out of the box. You should have a plugin. For example, you could try to solve it with the ScriptRunner plugin. You can create the Send a email listener and catch the VersionUpdatedEvent. Then you can check the release date and send a email to the required recipients.
