What the new password for a new user added?
It is whatever you set for them if you're creating the account locally, or what they set if they're logging a new account for the first time, or whatever the directory setup sets if you're using external user directories.
What @Nic Brough -Adaptavist-said and if you are hooked up to active directory (user directory), it would be their windows password by default.
