Can't change my password or account details

When I go into my Profile I am unable to edit my details under my summary. So I am having trouble being able to change my password.

What user system are you using for the user directory?

I'm very sorry, could you explain what a user system is? I'm fairly bad at computers. I am using a Dell laptop if that means anything.
