how can i configure access request form for new agents or remove the possibility

Hi Jira users

Do any one knows how to configure contact form from login page? I can´t find any know how about that. we have a service desk which is not public, so if its not possible to configure a contact form to admins from login page, I want to remove the option, so my SA and customer don´t meet it on the login page- see screen dumps
