Screen to quickly update multiple issues

Question

I would like to create a screen where it shows multiple issues and I can easily update a few fields (most importantly assignee) quickly without having to go into each issue.

I do NOT / cannot use BULK update for this.  Basically my engineering leads want to see everything that is on the plate for their department and "play" with allocations (assignment) quickly

Thank you - that is what I thought.  Are there any plug ins perhaps?

The closest you can get without code is the issue navigator.
