Not able to publish workflow scheme

When I try to publish the workflow scheme it prompt me to associate the issue type "invoice submission Request" from the workflow "Invoice Submission Request Workflow V1.0" to the new workflow "Invoice Submission Request Workflow V1.1" , when I press the Associate button, it raise error "Sorry, we had some technical problems during your last operation."

Note: The workflow "Invoice Submission Request Workflow V1.0" was imported from xml file (exported from the dev environment)

I think we need to see a lot more of the log to diagnose this one.

The application log will have what you've posted, but a lot longer, and I would like to see what it says from that point down to where it has moved on to lookingat something else.
