Unable to send an email notification to an new added user

Question

If I add a new user, I tick the checkbox "Send an email to the user you have just created, which will allow them to set up their password." but nothing happens. Change notifications as well as a test mails can be sent.
Does somebody know why this problem occures and how to fix it?

We are working with an server version. The problem occures user-independent.

Hi, Yves.

Can we know if you are in cloud or server version? If you are in cloud, there is a high chance the email might have dropped somewhere in the middle. We can unblock the user if we have the email address.
