unable to login in to jira account

Could you let me know what version of Jira you're running and if you have access to the Jira administrator?

am using 7.8.0.0 version and i don't have the access to Jira administration ,i tried several times to create administration access but i cannot.
You will either need to ask an admin to get you in (and then give you admin access) or reset the admin access for your self - see https://confluence.atlassian.com/jira/retrieving-the-jira-administrator-192836.html

As Nic mentioned, you will need to contact a Jira administrator from your instance to help get you into the instance. There may be an issue with the permissions they've given you or you might need to reset your password, but they will be able to tell you for sure what is the issue.
