User permission on workflow

I want to add the user group for each of workflows, for an example the only in QAE user group can be able to change the issue workflow as completed but developers cannot make the issue as completed, they can make it as resolved. How can I achieve it in Jira, Thank you

I could not find trigger here when I edit or add transition on workflow

That's a status, not a transition.
