How to access CloneIssueDetails class in my plugin

Question

I am writing a plugin that involves overriding CloneIssueDetails class. I can see the class under /target/jira/webapp/WEB-INF/classes/com/atlassian/jira/web/action/issue path. And I assume classes that my plugin can understand is at path /target/classes Please guide me how can I make CloneIssueDetails class available to my plugin. As I learnt this class is not a part of JAR that can be added to the build path of the plugin.

CloneIssueDetails class is part of jira-core. 
Was able to find it, so thought of updating this question.

It seems to be some classpath issue.
