Jira test mail is sent, but issue notification email is not

Hi

I have Jira Core on my own server. Outgoing email is configured and test mail is sent successfully. Users have browse permissions, notification scheme is set and notification helper shows that user should have received notification email. I have checked all related articles, but none of them suggest to check anything else besides all I described. I appreciate it if you could help me debug this issue.

Thanks Matt, The issue was "My Changes: Do not notify me". I changed it to "Notify Me" and it worked.

1. See if the mail queue is getting mail items

2. Check your JVM command line flags are not disabling email
