Before/After/On/During does not work

In our JIRA the `status != Closed` and `status was in (closed) before "2018-3-2"`n return different lists.

Today is 2018-3-1

Why do they have to return the same values?

Issues that are still Closed won't appear in the first one but will appear in the second one.
