Webpush for issues

I wonder if or how i can do this with Jira;

I assign an issue to a person. I want to give that issue a priority number say between 1 to 5, 5 means urgent. So that person can start from the most important one.

My second and more important question is i need a webpush system for issues. They will appear on the assigned persons screen according to its importance degree and wont go away until it is signed as it is done.

Because people can forget or dont see the issues and i have to remind them after 5 days. 

Can i do there with jira and if i can how can i do this?

I'd suggest using the system priority field for this, it's a clear indicator of how important something is, and you can use whatever naming scheme you want for it.

A web-push as you describe here would be a disaster for users.  First, you're assuming your users are sitting in Jira (they don't, they work on other things and refer to Jira when they need to update something or look for new stuff), and second, the notifications would get in the way, especially if there were many of them.

You actually have a human process problem here.  Why are your users not using a dashboard or report in Jira to show them what's most important?  Or, probably more relevant - why are they ignoring it for 5 days?
