Can I create a second decision log within the same Confluence space?

You can re-create most the functionality:

• create a template called e.g. "Tech Decision"
• add a label "tech-decision" to the template
• add a "page properties" macro with a table with the parameters you'd like to see in the decision
• create a page "Tech Decision log", and add a "page properties report" macro, that looks for pages with the above label 
• add a macro "create from template" that invokes the template you created above

 

That's exactly what the built in Decision blueprint does, just without the dedicated decision creation dialog. Alternatively you could create a dedicated Blueprint with a dialog but thats more complicated.
