How does Confluence manages version control? is it possible to retain the same file name and work with different versions like 1.0, 1,1 etc?

If you're talking about files attached to a Confluence page, each time the file e.g. Excel workbook or Word document, is edited, Confluence stores a new version of it (see below). You're also able to view / work with earlier versions. click on the three dots in the top right corner and select Attachments
