Logged in as administrator, other aspects of the confluence interface are functional, The cog is there, but on clicking either the "General Configuration", "User Management" or " Add-ons" option, the expected interface does not appear. The URL shows "http://localhost:8090/admin/viewgeneralconfig.action"
but message dislayed is " Cannot reach this page" and "
"Make sure you’ve got the right web address:http://localhost:8090"
What do you mean by "non functional"? It's there but does not respond to a click? Doesn't give the options you expect?

That behaviour implies that Confluence is working, but something is getting in the way. There's one obvious check though - are you running this Confluence on the same machine as the browser? If not, then that's the problem, your base url is wrong.
Yes, Confluence is running on the same machine as the browser. Space creation and other functionalities are Ok, except the cog.
Ok, can you check the confluence log to see what it's doing when the error message appears?
Also, can you try the raw ip address rather than localhost?
