Add / update 'To' Customer Notifcation recipients

Is there a way you can add a specific group of 'TO' people a notification is sent to?

I know there's already 'Customers Involved', 'Reporter' and 'Approver'. Are there any other options? I want exclude the Reporter from receiving comment added notifications, but the reporter is included in the customers involved group. I only want request participants, assignee and watchers to receive notifications for Comments Added.

Does anyone know how to do this?

You can set the notification scheme for the project as follows:

Issue Commented: request participants (you can find the field in the Use Custom Field Value option), assignee, watchers
