I am trying to define a new issue type. The instructions for this call out for selecting Issues under the settings drop box. But when I go to the setting drop box, there is no Issues option.
Which options do you see under the engine icon?
If you are not a Jira Administrator, you won't be able to reach that menu item. If you are logged into Jira as an admin, then you should be able to see a menu like this:
