Unable to generate OAuth Access token

After configuring Application link for OAUTH authentication , i tried to create request token using following command in command prompt i'e

C:\OAuthJar>java -jar rest-oauth-client-1.0.one-jar.jar requestToken  https://testjira18.atlassian.net 

but it return error on my command prompt .

please guide me to generate request token which will help me to integrate with JIRA
