While planning for JIRA Software implementation, we want to start from the scratch after rounds of testing on the same instance, but not sure what would be on our check list to evaluate the 'freshness' , any suggestions please ?
I would go with the below steps:
1. Complete all testing and document all changes you made on the existing configurations.
2. Uninstall the JIRA instance and do a fresh installation with a brand new databse
3. Re-do any customization you did during your testing.
You should have a fresh JIRA installation.
If you wanted to retain all the customization made during your testing, try deleting only projects. So all JIRA configurations can be retained.

You can have a look at the atlassian-jira.log and catalina.log files. These would have entries if anything goes wrong in your application.
There's a far easier way to scrub an install back to "empty".
Go to "backup and restore" and import from startupdatabase.xml - that will overwrite your entire (working) system with an empty Jira.

You don't. It's already installed. Take a look in the <jira home>/import directory!
