Thanks for the answer.  There is still 1 more question related to this issue.

Should we pay for the hole new payment immediately in case of upgrading license to a higher user tiers(upgrade from 250 to 500 users with a price of 11,000$), regardless that our license is recently purchased?

Yes, there is no problem to integrate 2 or more Bitbucket instances to 1 server Jira. It's depends of your needs.
