I want to move the location of a field from the details section on the issue browse screen? Is there a way to "promote" a field to the lower sections?

You can use tabs to group fields. You can read more about tabs here:

No, the issue view screen is hard coded to put all the system fields in the "details" area. You can move the custom fields around in their area, and group them with tabs, but not the built-in fields.
