I'm planning a Jira upgrade from 6.4.6 to 7.0 to 7.5.x and want to test it first on a VM clone server.
Are there any implications to expect regarding licenses if both instances (prod/test) run in parallel for a short time?

2. And you can set developer license into /{jira_home_directory}/dbconfig.xml

Also, be aware that there is a required interim upgrade from 7.0.x to 7.1.x. You'll have to go from 6.4.6 to 7.0.x to 7.1.x to 7.5.x.Here's the official Jira upgrade matrix.

Yes, I believe so. Another warning: if Jira Service Desk is involved, the upgrade is more complex. There's a reason people hire consultants for these things.
