What is the period between notifications update?

1. What is the period between notifications update? I mean the time, after which person, which was mentioned in a comment, will receive a notification.
2. Why there are no notifications in JIRA in our project or it depends on settings?
3. Why it can be no emails with notifications? Emailing turned on.

1.  JIRA queues up outgoing notifications and sends them as soon as possible.  Unless you have a lot of outgoing notifications and the queue gets overloaded, it's effectively instant.
2. Depends on the settings
3. Depends on the settings
