Couldn't locate "Export" option in the JIRA v7.3 user management page. Can someone help?

There is currently no export function for users.
I had a look on the marketplace and came across this add-on which might suit your needs:https://marketplace.atlassian.com/plugins/cr.tin.ActiveUserFilter.active-user-filter/server/overviewAdditionally there is an existing feature request to build this functionality into the jira application: https://jira.atlassian.com/browse/JRASERVER-23783
I encourage you to vote on the feature request ticket to increase its popularity and add yourself as a watcher to be kept informed of progress going forward.
