Is it a Bug?

PE MLT

I have an issue security scheme allowing:

Assignee/Reporter/watcher to view and action on the issue. 

Causing the bug:

the current assignee clicks on assign button and in the pop up :
[ Change current assignee + put a comment]

 

What is happening:
Error Message saying that the current user does not have permission to put a comment. 

What should happen:

The current assignee is able to put a comment because he is still the assignee at the moment he put the comment. 

I think Jira first assign the issue to the new assignee and then try to comment. but the current user cannot comment anymore because the issue has been assigned to someone else.

Is that a real bug or a I doing something wrong ?

It's not a bug, it's by design.  The user, by making themselves not the assignee, is removing their own right to make comments.  The comment and assign actions are happening at the same time, and going to a state where the comment can't be made.
