I would like to merge two IT Desk project in JIRA. we had different for IT related one and Software Dev related one. Now want to merge two in one with all the issues.

I think the best answer here may be to use bulk edit and move all the issues from one jira service desk project to the one you want to keep and then close/archive/delete the old project.
