How can I create a read only group in project 1 and then has write access in another project

I have 2 projects and one group of users, in project 1 they should only have read access, and in project 2 they should have write access.

Is it possible in Jira?

Or even one scheme, and put the group in different roles in each project.

Yes, this is possible.

You will need to create 2 permission schemes , one for each project.

Easy way, just copy the existing permission scheme and ensure that this group has only browse project permissions and associate it with project one.
