While I can change my language preferences in JIRA, I do not seem to be able to change my language preference in Portfolio to anything other than English which is displayed. What am I missing? Please advise.

Currently it is not possible to localize JIRA Portfolio and change the language. There is a Feature Request that you can find at JPOSERVER-299. Please vote on this Suggestion to add impact so we can get this feature added to Portfolio soon.
