I cannot enable drag and drop ranking what am I doing wrong?

I have a query for a board that includes many projects.  I have set the query to sort by rank:

project in (LASP, AU, COL, UWP, CS, AC, BK, CCM, COM, CR, DL, DT, FUN, IC, IR, MS, "OR", PASS, QTD, REC, TEST1) AND status in ("In Development", "Ready for Release", Blocked, "Ready for Sprint", Grooming, "In Code Review", "Code Complete", "In QA", "BA Approval", "In Production") ORDER BY RANK ASC

but when I attempt to drag and drop I still get the message

What am I doing wrong?  I do not think it is related to having multiple projects however, I wonder is there something about one of the projects that is included that is blocking this?

It ended up being a case issue on the field Rank rather than RANK
