Every new merge request gets a pre populated title from branch name and description from commit titles. Is there a way to disable this behaviour and let developers actually write something more meaningful?

Do you know if this is a Bitbucket Server (self-hosted) installation or if this is Bitbucket Cloud (hosted by Atlassian and available at bitbucket.org)?
