Time Tracking

Question

i am using automated log work to track time how much time user spent on an issue..

but user can also add time spnt on work log.. how i can verify that user realy work on an issue for 1 hour or not , how i can verify that user just add 1h time spent on worklog or realy work on this issue

when user change the status of task to in progress time will automaticlly calulate.

but i want to disable worlog for user. but when i disable work log the time tracking also disable.. 
i sthere any way that user can not add work og manualy just time tarck automatically

What do you mean by "verify"?

All JIRA can do is report on what your users put in.  If you want to check that they really have spent an hour on something, you are going to have to sit with them to check that they've done it.  There's no way software can know what a human is doing without an input of some sort.
