I have a project where only users in the project are showing up in the Assignee drop-down. In most projects, all JIRA users show up in the drop-down for this field. Is there a config setting that determines this?
There's a permission called "Assignable User" in the permission scheme settings. If a user has this permission for a project, then he or she will appear in the Assignee dropdown list. My guess is that you might be using two different permission schemes for these projects, and one of the schemes allows a lot more users (or all users) to be an Assignable User.
