plugin details using java api

I am trying to get plugin details of all the installed add-ons & wants to create list which contains details like :

• SEN
• Installed on(Date)
• Installed By user
• Support Expiry date
• Pais/Free

Que 2 : Is their any way we can setup notification to get email whenever any plugin is enabled/disabled by any user in our jira instance?

These details show up in the audit log for the instance.  You may be able to script something in scriptrunner to get at that audit log to pull out these details.
