I am looking for a way to compare the current time with the time that a commit was pushed to a server. Is there any way to retrieve/use this data via the Bitbucket Java API or SPI?

Bitbucket 7.1.0, which has been released in March 2020, introduced a Push Log view for repository admins. This could help with this.
There is also a related - and still outstanding - feature request about this (https://jira.atlassian.com/browse/BSERV-2715).
