Is it possible to create labels for attachments?

I tried to follow the instructions here:

but I cannot attached a label. Is there a bug?

You should be able to add attachements by doing the following:

Go to the page that has the attachments.
Click on the page navigation in the upper right hand corner (Three Dots) and select "Attachments"
On the attachements page you should see a list of attachements and a column labeled "Labels"
Click on the edit labels button see image below. (Circled in the image)
Add your lables
