Why is the LDAP syncronization task completing with SUCCESS, but importing NO USERS

Its as simple as that. The AD connection is configured correctly, there are no errors on setup/syncronization. Nothing in the logs indicate errors. Just a bunch of SUCCESS messages with importing [0] Users. Nothing to be found in Answers either, strangely enough. Please assist!

A success means JIRA connected, logged in and was given a list of users matching the configured rules.

In your case, the return value contains a list of zero users.

We'd need to check what rules are set for the users to be fetched (for example, "everyone in the domain"?   "OU=42"?  etc), and ideally look at what the LDAP server is returning.
