Does Jira have the capability to track time and be used with Quickbooks?

JIRA has native time tracking. See https://confluence.atlassian.com/adminjiraserver072/configuring-time-tracking-828788203.html

Integrating with Quickbooks cannot be done by default though. You will need to write a custom add-on, unless there is already one written by someone out there.
