How to define dependency between two subtasks (Task A and Task under an issue such that task A cannot be closed until and unless task B is closed.

Sorry for the delay.Currently, JIRA only has an option to prevent the parent issue to be closed while there are still subtasks opened, however, this doesn't apply to other sub-tasks I'm afraid. Use a Conditioned validator from Update on Transition for JIRA on the close issue transition. Configure a JQL query that finds issues that you care about that are not closed and if that query returns more than 0 have validator to fail with the appropriate message.
