Decimal values not appearing correctly on jfree chart

I am showing a jfree chart on my gadget and setting the baseitem label values.The values are decimal values.The comma and dot symbols are incorrectly displayed. How do I fix this.

e.g . the value 1,234.98 is appearing as 1.234,98
