You can just create the jira-config.properties file inside the JIRA_HOME directory.

The jira-config.properties file do not exists in a new JIRA installation. Hence in order to apply the property suggested in the websudo documentation, you will have to create the file in the $JIRA_HOME directory.

Therefore, you may create the jira-config.properties file and add the websudo property, and restart JIRA for the changes made to take effect.

What is the format of the jira-config.properties file?
The name of the file is "jira-config" while the format is "properties". You could just create a .txt format, edit it, and rename .txt to .properties.
