I was wondering if anyone has had the need to restrict issue link types based on projects.

Hi Christian,

you can achieve that by using Extended Schemes for JIRA. Restricting is provided for project and issue type also. You can also vote for https://jira.atlassian.com/browse/JRA-16325 which is an issue addressing this matter but still not resolved by Atlassian.
