Failed to create Issue Tracker with return message: insufficient permission in NetBeans

I use NetBeans as IDE with JIRA Plugin to track issues, hence I need to create Issue Tracker in the first place but it failed with alert message box: Insufficient Permission.

You most likely do not have permission to log into that JIRA, or to the specific project you're trying to connect to.
