Give this a shot:
(Cog Icon) -> System -> General Configuration -> Edit Settings
From there, under Options, there should be a line item called Accept remote API calls. Make sure that's set to On.
Depends on the version.
In older versions, the remote API is enabled by default, but if you have chosen to turn it off, Cody's answer is spot-onIn more recent versions, JIRA relies on it internally, so you can't turn it off, it's always there.
