JIRA Comment Security - Require Selection

Question

We would like to require users to select the security on their comments before allowing them to submit the comment. We currently default to our developer group only, but when we want to display comments to a wider audience, developers often forget to modify the permissions. Is there any way to do this with a script or via editing the source?

We are setting the default in the Announcement Banner, but that isn't quite what we're looking for. We're looking to prompt the user to select the security setting before submitting a comment (require an active selection rather than passively defaulting). Is there any way to do this?

Also, the Announcement Banner doesn't affect any of the workflow pop-up windows, so none of these Announcement Banner solutions are really solving the problem in total.
