We use jira in such a way that every group has its own project.
In a specific group (project), I want to send email notification to all group members when a bug is created.
What is the best way to achieve that?

Use notification schemes : http://confluence.atlassian.com/display/JIRA/Creating+a+Notification+Scheme
Make sure the the project has a notification scheme where the 'Issue Created' event is subscribed to that group.
